இந்திய நட்சத்திர கிரிக்கெட் வீரர் சச்சின் டெண்டுல்கர் தனது 200-வது டெஸ்டுக்குப் பிறகு ஓய்வு பெறுவதாக இன்று அறிவித்தார்.

கவுதம் மேனன் இயக்குவதாக அறிவித்த துருவ நட்சத்திரம் படத்திலிருந்து விலகுகிறேன் என சூர்யா அதிரடியாக அறிவித்துள்ளார்.

ஆனால், ஒப்பந்தம் செய்து ஒரு வருட காலம் கழிந்த பிறகும், கவுதம் அவர்கள் இன்னும் முழு கதையை என்னிடம் திருப்தி அளிக்கும் வகையில் தரவில்லை. ‘சிங்கம் -2' படம் முடிந்த பிறகு ஆறு மாதங்களாக முழு கதையையும் எதிர்பார்த்துக் காத்திருந்தேன். முதலில் பூஜை போட்டு விடலாம் என்றார். நட்பின் அடிப்படையில் அதற்கும் ஒத்துழைத்தேன். ஒரு டெஸ்ட் ஷுட் செய்து கெட்டப் மாற்றங்களை முடிவு செய்யலாம் என்றார். தயக்கம் இருந்தாலும், கவுதம் அவர்கள் மீது இருக்கும் நன்மதிப்பின் அடிப்படையில் அதற்கும் ஒத்துழைத்தேன். 

பல மாதங்களாக ஷுட்டிங் போகாமல் வீட்டில் காத்திருக்கிறேன். கவுதம் அவர்களிடமிருந்து , நடிகனாக எனக்கு திருப்தி அளிக்கும் முழுக் கதை கிடைக்கும் என்று இன்றுவரை காத்திருந்தேன். அது நடக்கவில்லை. முன்பே, கவுதம் அவர்களின் ‘சென்னையில் ஒரு மழைக்காலம்' படத்திற்கு பூஜை போட்டு, ஒரு வாரம் மட்டும் ஷுட்டிங் செய்து, எட்டு மாதங்கள் காத்திருந்தும் கடைசியில் அந்த படம் நடக்கவில்லை. இப்போது இந்த படத்திற்கும் அதே அனுபவம் தொடர்ந்து ஏற்படுகிறது. ஆறு மாத கால காத்திருத்தலுக்குப் பிறகு, இனி காத்திருக்க இயலாத சூழல் எனக்கும் ஏற்பட்டுள்ளது. நானும், கவுதம் அவர்களும், கருத்தளவிலும் எதிரெதிர் திசையில் பயணிக்கிறோம் என்று தோன்றுகிறது. இந்த நிலையில் நாங்கள் இருவரும் தொடர்ந்து பணியாற்ற இயலாது என்று உறுதியாக நினைக்கிறேன்.

Cancer-stricken teen ends life day before discharge

19-year-old found hanging in Tata Memorial Hospital washroom.

A 19-year-old cancer patient was found dead in a washroom at Tata Memorial Hospital in Parel on Wednesday night. According to the doctors, Kapil Deb Roy, who had blood cancer, was admitted on October 1 was found hanging by a towel in the bathroom.

“The teenager had been admitted on September 7 and he was discharged on September 14. However, he was admitted once again with fever and we were going to discharge him on Thursday,” said SH Jafri, senior public relations officer, Tata Memorial Hospital in Parel.

He further added that the patient went to the washroom around 10pm in his room. The patient’s attendant informed the sister in-charge that Roy was inside the bathroom for more than 15 minutes.

After continuous knocking on the door, the sister informed the security officer, who called the police to break open the door and found the patient hanging by a towel. “He was declared dead and the body was sent for a post-mortem,” informed Jafri.

Sunil Tondwalkar, senior inspector of Bhoiwada police station said no suicide note was found. A case of accidental death has been registered.

According to experts, prolonged illness like cancer or tuberculosis do create a psychological impact on patients. “We have a department of psychiatry and a set of counsellors to counsel patients. This was an unfortunate incident that happened just a night before his discharge. The teenager’s maternal uncle was with him in the hospital,” said Jafry.

On September 18, a 26-year-old man, committed suicide at Sewree’s TB Hospital. The Worli resident, was apparently depressed over his ailment and jumped from the fourth floor of the building in the afternoon.

In three days, 382 dengue cases

As many as 382 new cases of dengue were confirmed in the last three days, taking the number of persons affected by the virus this year to 3,298. Till Monday, the civic bodies had confirmed 2,916 cases.

Four dengue deaths have been confirmed so far. Seven other patients who died with symptoms of dengue last month and tested positive for either the antigen or antibody of the virus through the rapid tests, have been listed as "suspected" dengue deaths by the civic bodies.

This count only includes patients who are testing positive through dengue tests under the ELISA technology, while most private hospitals and several diagnostic laboratories are continuing tests through rapid diagnostic kits.

The civic bodies are following the Centre's guidelines, which state that ELISA tests should be the only confirmatory diagnostic for the virus. "If the toll of patients who are testing positive through rapid tests are taken into account, the number will multiple by 2-3 times. But rapid tests give a lot of false positives. So even if the patient is symptomatically similar to dengue, and tests positive for the virus through a rapid test, we cannot rely on them," a civic official said.

Meanwhile, with the number of patients rising steeply, hospitals have started reserving beds for dengue patients in departments such as ENT, opthalmology and surgery, to ensure availability of beds.

"All routine surgeries have been put on hold... we are only conducting emergency procedures. Though there has not been any official order by the Delhi government, this is the only way to manage the volume of patients," a doctor from East Delhi's Lal Bahadur Shastri hospital said. "We have started a dedicated fever ward like every year. But, despite that, there is doubling and tripling of beds, so there is no option but to cut the workload of other departments and use as much as infrastructure as possible for dengue patients," a doctor from Lok Nayak hospital said.

Private hospitals have also been issued notices, asking them to increase bed strengths in the dengue and fever wards, by at least 10, particularly to accommodate patients from economically weaker sections.

Areas under North corporation remain the worst affected with 1,538 confirmed cases, followed by those under South and East corporations at 882 and 739, respectively.

Water Shortage Seen Worsening on Climate Change in Potsdam Study

Water scarcity will increase around the world due to climate change, with more than 500 million people affected if mean global warming is limited to 2 degrees Celsius (3.6 degrees Fahrenheit), based on modeling studies by the Potsdam Institute for Climate Impact Research, or PIK.

An additional 8 percent of humankind may face new or worse water scarcity with 2 degrees warming, the target set by international climate negotiators, the German government-fundedinstitute wrote in a news release today. That could reach 13 percent in the case of a 5-degree-Celsius rise, which is probable if climate change goes on unchecked, PIK said.

About 1.3 billion people already live in water-scarce regions, according to the institute. The institute calculated 152 scenarios using 19 climate change models, and said the projections for the affected population by 2100 carry a greater than 50 percent confidence.

“Our findings support the assertion that we are fundamentally destabilizing our natural systems,” Wolfgang Lucht, one of the study co-authors, was cited as saying in the statement. “We are leaving the world as we know it.”

A business-as-usual scenario modeled by the institute, with 5 degrees warming and a continued increase in the global population, would result in more than 1 billion additional people affected, PIK wrote.

Two degrees warming would cause “substantial” ecosystem changes in regions that cover 1 percent of the unique habitat of higher plant species, while at 5 degrees warming that would rise to 74 percent, according to the research. The results suggest the increasing impact of warming is nonlinear, the authors wrote.

“The findings clearly demonstrate that there is a large difference in the risk of global ecosystem change under a scenario of no climate change mitigation compared to one of ambitious mitigation,” Sebastian Ostberg, one of the study authors, was cited as saying.

Regions at risk in case of unchecked global warming include the grasslands of eastern India, the forests of northern Canada, the savannas of Ethiopia and Somalia and the Amazonian rain forest, according to the institute.

Analysis of Martian soil by NASA's ongoing Mars Curiosity rover turned up a surprising amount of water, as well as a chemical that will make a search for life more complicated, scientists said on Thursday.

Scientists announced last week that so far the planet’s atmosphere shows no signs of methane, a gas which on Earth is strongly tied to life. Plumes of methane had been detected over the past decade by Mars orbiters and ground-based telescopes.

Methane, which should last about 200 years under Martian photochemistry, also can be produced by geologic events. The water was found by heating a tiny bit of soil to 1,535 degrees Fahrenheit (835 degrees Celsius) inside Curiosity’s chemistry laboratory and analyzing the resulting gas releases.

Scientists found that in addition to water, sulfur dioxide, carbon dioxide and other materials, the sands of Mars also contain reactive chemicals known as perchlorates. NASA’s now-defunct Phoenix lander had found perchlorate in the planet’s northern polar region, but scientists did not know until Curiosity’s analysis that the chemical apparently is widespread.

Gautam Gambhir cracked his first century in more than two years as India A came up with a solid batting display to take firm control of the third unofficial 'Test' against the West Indies A. Allow Jwala Gutta to participate in tournaments: HC to BAI

Coming to the rescue of ace shuttler Jwala Gutta, the Delhi High Court today stayed the Badminton Association of India's (BAI) decision not allow her to take part in any international tournament ins or outside the country in view of the disciplinary committee's recommendation for life ban on her for alleged indiscipline. Allowing her plea against BAI's October 7 order, Justice V K Jain directed the Association to allow her to participate in the Denmark Open Tournament scheduled to be held from October 15 to 20. Justice Jain, in an interim order, said "prima facie, the action initiated against the petitioner (Gutta) could not have been initiated under Clause 18 of the Memorandum. The impugned communication of October 7 therefore, needs to be stayed."

 The court recorded the petitioner's argument that a three- members committee is to take a final view on the punishment recommended by the disciplinary committee against her and the BAI President has arbitrarily issued an order not allowing her to participate in the tournaments. "In the absence of a final decision on the penalty to be imposed upon the petitioner(Gutta), the decision taken by the President or Secretary of BAI...would be rather premature. BAI, in my view, ought to have waited for the final decision on the penalty to be imposed upon her, instead of taking such an extreme action in the meanwhile," the court said in an interim order and stayed the October 7 order. 

The court also took note of the Association's failure to place on record any procedure under which the decision was taken by its officials against any badminton player for his misconduct and said that in the absence of any such rules and regulations it is not possible for the court to ascertain as to who was competent to initiate disciplinary action against the petitioner, what was the procedure required to be followed for taking such an action...." Referring to the Association's argument that yesterday it had sent a communication to the organizers of the Denmark Open Tournament withdrawing the name of the petitioner from the tournament, the court asked BAI to withdraw the same. "...The respondent No 2(BAI) is directed to forthwith withdraw the said communication and permit the petitioner to participate in the aforesaid tournament. 

Till further orders of the court, BAI shall not withdraw the name of the petitioner from any tournament and shall duly consider her, subject to her being otherwise eligible, for participation in the national or international tournament, inside or outside India," the order said. Another upcoming badminton tournament in which Gutta was to participate is the French Open to be held from October 22 to 27. The BAI's disciplinary committee has recommended a life ban on Gutta for trying to stop some players of her franchise Krrish Delhi Smashers from playing a match against Banga Beats in the Indian Badminton League in August this year. Gutta approached the high court challenging the decision of BAI to recommend a life ban on her for alleged indiscipline in the IBL saying "the order has been issued in violation of settled principles of natural justice and fairness without giving her a hearing."

 A controversy had erupted during the August 25 tie when Delhi Smashers had allegedly threatened to pull out against Banga Beats over the last-minute replacement of injured singles player Hu Yun of Hong Kong with Denmark's Jan Jorgense. Last week, BAI's disciplinary committee had recommended a life-ban on Gutta, India's leading doubles players who has won a world championship bronze and Commonwealth Games gold medal partnering Ashwini Ponappa.

Akshay Kumar's upcoming film Boss enters Guinness Book World Records for largest poster

Akshay Kumar starrerBoss has entered the Guinness Book of World Records for the largest poster after beating Michael Jackson's This Is It.

The 46-year-old superstar's fan club made the largest poster in the world in just four months after putting logistics into place.

"It's a matter of honour. I thank everyone who made this possible," Akshay said in a statement.

The poster is 58.87 metres wide and 54.94 metres high and was unveiled at Little Gransden Airfield, UK, on October 3, 2013. Macro Arts (UK) did the manufacturing of the poster, which had also made Jackson's poster.

The official certification for the same was done in the UK itself and the 'Boss' poster also finds a mention on the official Guinness website.

The comedy caper, directed by Anthony D'Souza, also stars Mithun Chakraborty, Danny Denzongpa, Aditi Rao Hydari and Parikshit Sahni in pivotal roles.

"Boss" is slated to hit theatres on October 16.

Rekha Turns 59: Her Life, Her Story

No one said it would be easy, but Rekha has handled her life in Bollywood extremely well. She may have her regular ups and downs, but she always manages to rise again, and that is the essence of Rekha, the phoenix.

Rekha, born Bhanurekha Ganesan, started young in the film industry. She started off as a child actor in Telugu and Kannada films. But in less than five years, Rekha made her debut in Hindi films with 1970′s ‘Sawan Bhadon’.

The film was a hit and Rekha became an overnight success, yet she spent the next few years doing roles that were not of much substance. She initially came to be tagged as the glamour girl, but Rekha wanted to “make it big in sheer merit”.

Her role in ‘Do Anjaane’ opposite Amitabh Bachchan earned her a lot of credit, it also started her onscreen relationship with Amitabh Bachchan – a famous and much in demand onscreen pair. The awards were calling at her doorstep too with her first nomination for Best Actress coming a couple years later for her role in ‘Ghar’.

Rekha then won her first Best Actress award in 1980 for her role in the Hrishikesh Mukherjee comedy ‘Khubsoorat’. She even went on to win the National Award for Best Actress for ‘Umrao Jaan’ two years later which is generally considered to be her best performance.

But in the middle, she also acted in ‘Silsila’ which was her last film with Amitabh Bachchan. Their alleged offscreen closeness had caused a lot of issues and since then the two have never acted together again.

Awards and popularity were not everything that Rekha was craving for. With that intact, she started acting in more parallel cinema, such as ‘Kalyug’, ‘Vijeta’ and ‘Ijaazat’. She reached the pinnacle of her success with ‘Khoon Bhari Maang’ in 1988, and then there was a drop in the Nineties.

But Rekha the phoenix returned in 2000, first with ‘Lajja’ and then with quite a sizable role in ‘Koi… Mil Gaya’, which has eventually extended into the ‘Krrish’ series. The actress has been able to successfully reinvent, not once but many times, and she will keep on doing it.

No wonder then that the Government of India awarded Rekha the Padma Shri in 2010 – the fourth highest civilian award. Rekha is truly a national treasure and on her 59th birthday, we wish her even more success ahead.

Yahoo pretties email to woo Google users

Yahoo on Tuesday spruced up its free Web-based email service as chief Marissa Mayer continued her quest to win users from rival Google for online tasks people tend to daily.

Upgrades to Yahoo Mail rolled out to mark its 16th birthday included letting people pretty up screens with images fromFlickr, a photo-sharing service owned by the California-based Internet pioneer.


"Today is Yahoo Mail's sweet 16, and to celebrate we're making our Mail experience elegant and intuitive on desktop, iOS, and Android," senior vice president of communication products Jeffrey Bonforte said, referencing versions tailored for mobile devices powered by Apple or Google-backed Android operating systems.

Improvements include adding to free email accounts features such as disposable addresses and automated message forwarding that were previously available online in a premium version of the service, according to Yahoo.

Yahoo also ramped the amount of digital storage space per account up to a terabyte.

The new Yahoo Mail was available in English in nine countries including Britain, India, New Zealand, the Phillipines, and the United States with "more countries and languages coming soon," Bonforte said.

Applications tailored for Apple, Android, and Windows mobile devices were available globally, according to Yahoo.

Apple iPhone 5S, iPhone 5C coming to India on November 1

Apple hasn't announced the price for the phone in India.


Apple will start selling iPhone 5S and iPhone 5C in India from November 1. The launch is part of the company's next phase of iPhone launches worldwide.

iPhone 5S and iPhone 5C were unveiled at an event at Apple's headquarters on September 10 and the phones first went on sale from September 20 in nine countries.

Apple hasn't announced the price for the phone in India.

The price of iPhone 5C in India is expected to be around Rs40,000 while the price of iPhone 5C could be slightly above Rs50,000.

CBI may close NSEL probe to avoid duplication

To avoid duplication of probes, CBI may close its inquiry into alleged irregularities and duping of customers by the National Spot Exchange Limited (NSEL), which is facing a Rs 5,600 crore payment crisis.

Sources said CBI might close its inquiry as it would lead to multiplicity of investigations. Sources said the Economic Offences Wing of Mumbai Police had professional expertise and was competent to investigate the case. They, however, said the agency would probe the alleged irregularities if the government or any competent court directed it to do so.

CBI had received complaints from investors who lost their money with the spot exchange promoted by Jignesh Shah-led Financial Technologies. Based on these complaints, the agency started a preliminary enquiry to look into all aspects. The exchange has been facing problems in settling Rs 5,600 crore dues of 148 members and brokers, representing 13,000 investor-clients, after it suspended trade on July 31 on the government's direction.

On Wednesday, the Economic Offences Wing of Mumbai Police arrested Amit Mukherjee, vice-president at NSEL's business development department, for his alleged role in the scam.

BJP leader and Investors Grievances Forum president Kirit Somaiya had filed a PIL in Bombay High Court stating that NSEL forged/manipulated documents regarding stocks and liquidity and allowed some companies to pledge the same stock with more than one financial institution.

Somaiya also alleged that government officials and politicians had connived with NSEL to cheat investors.

There are 24 buyers/members who have to pay Rs 5,600 crore to the spot exchange for settling dues of the investors.

India in talks with JP Morgan, others to join bond indexes-sources

India is talking with JP Morgan and others to gain entry to benchmark indexes for emerging market debt in hopes of attracting billions of dollars in investment and may ease some restrictions on foreign inflows in order to do so, sources said.

Finance Minister P. Chidambaram and other officials plan to meet next week in the United States with big fund managers that track such indexes including Pimco, Capital International and Standard Life, one of the sources with direct knowledge of the matter said.

To qualify for entry into the widely-followed JP Morgan Government Bond Index - Emerging Markets, India needs to ease rules on registration, documentation, due diligence rules for the entry of foreign institutional investors (FIIs) in the Indian debt market, besides allowing them to invest more in the government debt, two sources said.

The sources declined to be identified because of the sensitivity of the matter.

A finance ministry spokesman declined to comment.

With a wide current account gap and a weakened rupee, India wants to attract some of the billions of dollars managed passively by tracking global indexes. However, Indian restrictions limit foreign investment in onshore debt, which exclude it from indexes managed by JP Morgan and others.

India has been taking steps to ease investment rules but is also skittish about fully removing limits given worries about the volatility of global flows. Its credit rating also stands just one notch above junk status, although a downgrade would not disqualify it from an emerging market index.

Inclusion in popular government bond indexes could attract $20 billion-$40 billion in additional flows into India over a year, Standard Chartered Bank wrote in a report last month.

"This is kind of opening up the debt market completely, with all the good and bad that comes with it," said Dilip Parameswaran, head of Asia Credit Advisors, an independent fixed-income consultancy in Hong Kong.

"It won't solve its balance of payments problems immediately as both the government and the index providers need to finalise details and following which investors will have to readjust their portfolios," he said.

Indian government bonds and the rupee gained after the Reuters report, with the benchmark 10-year bond yield falling 4 bps on the day to 8.42 percent.

The rupee rose to close at 61.39/40 per dollar on Thursday, strengthening from around 61.95 before the report.

MODIFYING RULES

In seeking index inclusion, India may modify rules to allow foreign institutions to invest more in government debt, now capped at $30 billion.

While India doesn't want to do away with caps entirely, it is considering further loosening rules that allow higher limits once investors reach 80 percent of the cap, one of the sources said.

Another source with a bank said Indian officials approached banks seeking feedback on what New Delhi can do to include its government bonds in indexes. While talks have shown progress, a final decision on timing and India's index weight is at least a couple of months away, the source said.

One obstacle to index inclusion is India's withholding tax on foreign investment in government debt.

Earlier this year India reduced withholding tax of as much as 20 percent on coupon payments to 5 percent. India argues that the effective rate is zero for the majority of investors covered under bilateral tax treaties with countries such as the United States and Singapore.

India last month eased rules to allow foreign institutions to invest in government bonds on an "on tap" basis, or without first requiring the purchase of debt limits. It is also in the process of easing registration and due diligence rules for foreign investors to buy government debt, one of the sources said.

India's preference is to get into the JPMorgan index, one of the sources said, but authorities are also in touch with other index operators such as Barclays and Citi, sources said.

JP Morgan, Barclays and Citi declined to comment.

One of the sources said India hopes to reach an agreement with JPMorgan by the end of November.

Mukesh Ambani-promoted Reliance Jio gets DoT nod for Universal Telecom Licence

Mukesh Ambani-promoted Reliance Jio's application for unified licence and asked the company to deposit Rs 1,673 crore as entry fee, according to documents reviewed by ET.

The unified licence (UL) will allow Reliance Jio, which has been an internet service provider, to offer voice services as well.

Reliance, through its acquisition of Infotel Broadband in 2010, holds a pan India block of 20 MHz spectrum in the 2.3 GHz band, popularly known as the 4G band. The company is currently testing voice over LTE technology in this band. The persons quoted above said the government has also demanded an additionalRs 440 crore from the company as performance bank guarantee and another Rs 22 crore as financial bank guarantee.

Jio, a Reliance IndustriesBSE -0.14 % unit, along with a clutch of telecom operators, had applied for an UL after the government in MONTH spelt out the guidelines for migration to the new UL rules, which allow licensees to offer all telecommunication services under one permit.

Marking the end of spectrum allocation AS a subscriber-linked criterion, the rules also separate the licence from spectrum, meaning operators will have to buy spectrum separately. Russian conglomerate Sistema JSFCcontrolled Sistema Shyam was the first operator to receive an UL last week.

Under the UL rules, internet service providers who own airwaves for broadband wireless access (BWA) can provide voice services on payment of an additional fee of about Rs 1,658 crore, which is the difference between entry fee for access service licence and internet service licence.

The face-off that wasn't: IOC bid for Haldia Petrochemicals stake accepted

The once widely anticipated confrontation between Mukesh Ambani and Anil Agarwal over a stake in the ailing Haldia Petrochemicals Ltd (HPL) will now never occur. Ultimately neither Ambani's Reliance Industries Ltd, nor Agarwal's recently acquired Cairn India, bid for the 31 per cent stake in HPL the West Bengal Industrial Development Corporation (WBIDC) had put on offer. On Thursday (October 10) the West Bengal government accepted the sole bid - for an amount undisclosed so far - that had been made by Indian Oil Corporation (IOC).

IOC already has an 8.89 per cent stake in HPL. The acquisition will raise its holding to nearly 40 per cent, almost on par with that of the other major shareholder in HPL, The Chatterjee Group, led by Purnendu Chatterjee, which has 40.88 per cent. With the sale, the WBIDC's stake will shrink to 8.99 per cent, while the rest is held by financial institutions and Tata Group companies such as Tata Motors and Tata Power.

Whether IOC acquires the stake now depends entirely on Purnendu Chatterjee. TCG has the right of first refusal and has been given 30 days to match IOC's offer.

IOC also supplies naptha to the plant. It has a refinery close by, which, if the acquisition comes through will help it to integrate operations with HPL and increase the latter's profitability.

Acquiring a stake in HPL would have been in both RIL and Cairn's interest. Reliance is currently a leader in the petrochemicals business and dominates more than half the petrochemicals market in the country. A large stake in HPL would have given it an entry into eastern India, where petrochemical products so far are largely imported.

Cairn until now has been primarily engaged in oil exploration at its Mangala oil field in Rajasthan, and acquiring the HPL stake would have given it an entry into refining petrochemicals as well.

Cairn India officials, however, claimed that expressing interest in HPL had been merely a strategic move to understand the petrochemicals market, without actually getting into it.

RIL, on the other hand, was thought to be a serious contender for the stake. Mukesh Ambani even recently met West Bengal Chief Minister Mamata Bannerjee. But once the West Bengal government insisted on only accepting closed bids, as against the open bidding sought by Ambani, RIL too chose to stay away.

In fact, the West Bengal government initially wanted to sell its entire 39.99 per cent stake, but TCG threw a spanner in the works. It moved the Calcutta High Court laying claim to 8.99 per cent of the very stake the government intended to sell off, and the court directed the government to sell only 31 per cent.

Tesco awaits clarity on India’s retail FDI norms

UK's leading retailer Tesco is awaiting clarity on India's policy on FDI in multi-brand retail before drawing up its plans for the country.

World's largest retailer Walmart on Wednesday split its six-year old partnership with Bharti Enterprises, apparently unable to comply with the FDI norms for multi-brand.

A Tesco spokesperson said, "We are excited about the India opportunity and await policy clarity before we can take further decisions on the matter". The company, which has a partnership with Tata group firm Trent, did not elaborate on the type of clarity it has sought from the government.

Edward Snowden given 'integrity in intelligence' award

US fugitive Edward Snowden has been honored with a prize awarded annually by former CIA staff for exhibiting "integrity in intelligence," the group said.

The 30-year-old, currently in Russia, is wanted by Washington on espionage charges after disclosing details about the vast scope of the US government's surveillance operations.

The Government Accountability Project said Snowden received the Sam Adams Award -- a "symbolic candlestick" -- at a ceremony in Moscow late Wednesday.

Those present included former National Security Agency senior analyst Thomas Drake, former Department of Justice ethics advisor Jesselyn Radack, former FBI agent Coleen Rowley and former CIA analyst Ray McGovern, the group said.

In a statement on its website, the group said the award is "given annually by a group of retired CIA officers for members of the intelligence community who exhibit integrity in intelligence."

Word of the prize surfaced the same day that Snowden's father landed in the Russian capital hoping to meet his son for the first time since the former US spy agency contractor became a fugitive.

In comments heavily dubbed into Russian from English, he admitted he still didn't know where his son was staying.

Snowden's whereabouts have been a mystery ever since Russia granted him temporary asylum.

The group -- which says its mission is to promote corporate and government accountability -- did not disclose any details about where in Moscow Wednesday's ceremony took place.

However, Radack, now with the Government Accountability Project, was quoted as saying that "Edward looks great. He's centered, articulate, and closely following the issues, both in the United States and globally."

"He loves America and wants to see it returned to its democratic ideals, which are completely antithetical to a closed and secret society that make for turn-key tyranny," Radack added.

No Quick Deal, but Offer by G.O.P. on Debt Shifts the Tone

President Obama and House Republicans failed to reach agreement on a six-week extension of the nation’s borrowing authority during a meeting Thursday at the White House, but the two sides kept talking, and the offer from politically besieged Republicans was seen as an initial step toward ending the budget standoff.

In statements afterward that struck the most positive tone in weeks of acrimony, House Republicans described their hour-and-a-half-long meeting with Mr. Obama as “a useful and productive conversation,” while the White House described “a good meeting,” though “no specific determination was made” about the Republicans’ offer. Both agreed to continue talks through the night.

People familiar with the meeting said that Mr. Obama pressed Republicans to reopen the government, and that Republicans raised the possibility that financing could be restored by early next week if terms for broad budget negotiations could be reached.

Twenty Republicans, led by Speaker John A. Boehner, went to the White House at Mr. Obama’s invitation after a day of fine-tuning their proposal to increase the Treasury Department’s authority to borrow money to pay existing obligations through Nov. 22. The government is expected to reach its borrowing limit next week. In exchange, they sought a commitment by the president to negotiate a deal for long-term deficit reduction and a tax overhaul.

The president “didn’t say yes, didn’t say no,” said Representative Paul D. Ryan, Republican of Wisconsin and chairman of the House Budget Committee. He added, “We agreed to continue talking and continue negotiating.”

An initial report that Mr. Obama had rejected the Republicans’ offer was too definitive and came before Republican leaders or the White House had made it clear to reporters that the negotiations would continue.

Still, the House Republican offer represented a potentially significant breakthrough. Even if Democrats found fault with the Republicans’ immediate proposal — for example, it would prevent the Treasury secretary from engaging in accounting maneuvers to stave off potential default — it was seen as an opening gambit in the legislative dance toward some resolution before the government is expected to breach its debt limit on Thursday.

Even before the meeting, the White House and its Democratic allies in Congress were all but declaring victory at the evidence that Republicans — suffering the most in polls, and pressured by business allies and donors not to provoke a government default — were seeking a way out of the impasse.

After some fretful weeks, the Democrats believe, Mr. Obama was seeing some payoff for his big gamble this year. Burned by his experience with House Republicans in mid-2011, when brinkmanship over the debt limit hobbled the already weak economy, Mr. Obama began his second term vowing never again to negotiate over raising the ceiling or to give any concessions to Republicans for performing an act that is their constitutional responsibility.

“The good news is that Republicans have accepted the principle that they’re not going to attach conditions to the debt ceiling,” said Representative Chris Van Hollen of Maryland, the senior Democrat on the House Budget Committee. “The bad news is they’ve only extended the debt ceiling for six weeks.”

For House Republicans, the maneuvers represented a near-reversal of their original strategy in September of going to the mat over the debt limit but not shutting down the government. Now, under pressure from falling poll numbers and angry business supporters, they are seeking a compromise on the debt ceiling. Yet for now, they are still refusing to finance and reopen the government without some concessions.

Mr. Boehner and his colleagues left the White House without speaking to waiting reporters, and quickly gathered in his Capitol suite for further discussion. Their debt limit proposal could come to a vote as soon as Friday.

Before the White House meeting, administration and Congressional Democrats said they were skeptical that House Republican leaders could pass the proposal. A large faction of Tea Party conservatives campaigned on promises never to vote to increase the nation’s debt limit. And Congressional Democrats vowed to oppose any proposal that did not also fully finance a government now shuttered since the fiscal year began Oct. 1.

“We’ll see what they’re able to pass,” said Mr. Obama’s press secretary, Jay Carney.

Senate Democrats had their own White House meeting with Mr. Obama and Vice President Joseph R. Biden Jr. three hours before the House Republicans arrived, and the majority leader, Senator Harry Reid of Nevada, declined to embrace the Republicans’ debt limit proposal until he saw it. He told reporters that Democrats would not negotiate on further deficit reductions until House Republicans agreed to the measure passed by the Senate to finance and open the government through mid-November.

“Not going to happen,” Mr. Reid said. “Open the government,” he added. “There is so much pain and suffering out there. It is really tear-jerking, to say the least.”

Separately, members of the Senate’s Republican minority, who are to meet with Mr. Obama on Friday, worked on a proposal for full-year government funding — at levels reflecting the across-the-board spending cuts known as sequestration, but giving agencies flexibility to shift money around. They are considering adding it to any short-term debt limit increase that the House might pass and send to the Senate.

Mr. Ryan said before the White House meeting that Republicans were now willing to formally negotiate with Senate Democrats over a long-term, comprehensive budget framework. The Republicans have resisted such a move since April, fearing that it would require compromises, like raising additional tax revenues, that would enrage the party’s conservative base heading into the 2014 midterm elections.

Many House Republicans, leaving a closed-door party caucus earlier Thursday that at times grew contentious, said they would support their leadership’s short-term debt limit proposal. But they said they would do so only if Mr. Obama agreed to negotiate a broader deficit reduction deal, with big savings from entitlement programs.

The president has insisted he will not agree to significant reductions in projected Medicare and Medicaid spending — even his own tentative proposals — unless Republicans agree to raise revenues by curbing tax breaks for corporations and wealthy individuals. And Mr. Boehner in recent days reaffirmed the party’s anti-tax stance, which suggests that future talks could founder.

Economists across a broad spectrum agree that breaching the debt limit would damage the economy. The new Republican proposal could temporarily remove that threat.

A decision by the United States to curtail aid to Egypt does not mean Washington is severing ties with the country, U.S. Secretary of State John Kerry said on Thursday, a day after the U.S. said it was halting some aid to Cairo’s army-backed government.

“The interim government understands very well our commitment to the success of this government, which we want to see achieve, and by no means is this a withdrawal from our relationship or a severing of our serious commitment to helping the government,” Kerry told reporters shortly after arriving in Malaysia.

Show of Power by Libya Militia in Kidnapping

Libya’s prime minister, Ali Zeidan, was hauled from his bed at 2:30 a.m. Thursday by a group of militiamen who stormed into the luxury hotel where he lives in downtown Tripoli, a kidnapping that would be extraordinary by almost any standard.

But this was Libya, where militias have unrivaled authority.

A few days earlier, a group of armed men barged into Mr. Zeidan’s office to demand back pay. They refused to leave for hours and ransacked an office when they did leave. Other militias have hampered production of oil, shut down the water running to the capital, forced power cuts, and participated in gunrunning and drug trafficking — all with impunity.

Two years after the fall of Col. Muammar el-Qaddafi, the long-reigning dictator, an air of revolution still hangs over the streets of the nation’s capital, Tripoli, as a weak state struggles to build any sense of national unity, let alone control the unruly, heavily armed militias. It initially seemed that the gunmen may have grabbed the prime minister because they were angry over Washington’s claim that his government approved a commando raid to capture a Libyan citizen suspected of links to Al Qaeda and terrorist attacks.

But these same militiamen had been pressing the government for the prime minister’s resignation, and thus many in Tripoli believe the commando raid was simply a pretense. When he was freed unharmed a short time later, Mr. Zeidan demonstrated just how vulnerable the central government is, thanking the “true revolutionaries” who worked for his release and appealing to armed groups to help build the state.

“I hope that they would be a part of the state, and have an effective role through its civil and military institutions,” he said in a televised speech. “I hope that we deal with this situation wisely, using our brains, away from worries and magnifying the situation, and we try to mend what we can.”

All across Tripoli, militia members fill the gap left by a weak central government. The men guarding government buildings and the main intersections still wear a variety of American military fatigues and are stationed at antiaircraft guns mounted on the backs of pickup trucks. Graffiti from the moment of liberation is still scrawled on walls and buildings. “Game over Gaddafi,” one reads in English.

Weapons from Colonel Qaddafi’s enormous arsenals are now in private hands. Every household has a gun. There are about 200,000 armed militiamen in the country, all on the government payroll, yet many are loyal only to their own commanders, not the central government.

Formed during and after the uprising against Colonel Qaddafi, Libya’s militias have evolved into a patchwork of often competing regional and political allegiances. They reflect two emerging political blocs: one drawn from prominent families from the western region around Tripoli, based in the Nafusah Mountains town of Zintan, and the other in the bustling midcoast city of Misurata, known for its strong revolutionary record.

Militias from the two regions clashed in Tripoli during Ramadan in what residents said was a grab for government property. Zintan militias have refused to turn over to the central authorities a son of Colonel Qaddafi, Seif al-Islam, and temporarily shut down the oil pipeline that flows from Libya’s southern oil fields to the port of Zuwarah to press demands with the central government.

In eastern Libya, around Benghazi, the birthplace of the uprising, some of the largest militias are loosely or explicitly Islamist, and they often clash with former Qaddafi army units that defected in the revolt. Other militias push for a greater degree of autonomy from the capital.

Libya’s tribes have also emerged as powerful, and disruptive, players. When a militia in Tripoli kidnapped the daughter of Colonel Qaddafi’s former intelligence chief after she visited her father in prison, the chief’s powerful tribe in the south retaliated swiftly by cutting the water to the capital for a week, an extraordinary burden for residents in the desert heat of late summer.

The government has tried to bind these disparate and competing forces into the ranks of the national army and police, placing them on the government payroll and ordering regional militias to leave the capital. Those moves have only been half successful. Many Libyans criticize the government for paying the militiamen in the first place, since it has caused thousands more men to join the militias.

Govt admits lapses led to attack on Army camp in J-K

The Centre has admitted to lapses which led to an infiltration and the fidayeen attack in Jammu on September 26, in which 10 people were killed when terrorists stormed a police station and an Army camp.

An inquiry is underway to fix responsibilities of various security agencies and also to suggest corrective steps. Despite information that such an attack could take place, it could not be averted.

"Some lapses were there... An inquiry is on. We had information about possible infiltration attempts in the entire belt (Indo-Pak border along Jammu sector). We are making corrections based on our experience," Home Minister Sushilkumar Shinde said at his monthly press conference.

Shinde said the ministry has sought a report from the J&K government on the possible lapses. He added that the Border Security Force (BSF) and the Army are also inquiring into the incident in which three terrorists carried out the audacious attack.

Dressed in army fatigues, four terrorists carried out the attack. While three were gunned down, it is suspected that the fourth managed to escape and is hiding in the Samba-Kathua area where the incident took place.

Sources said there is also intelligence that two more terrorists sneaked in through the same area and were planning more such attacks.

Prior to the attack on September 26, there had been specific intelligence that terrorists from Pakistan would make attempts to infiltrate from the international border in Jammu - Samba and Kathua were identified as vulnerable spots among others.

PM seeks ‘strategic construct’ with East Asia

Prime Minister Manmohan Singh sought to lend a more "strategic construct" for India's relationship with the ASEAN bloc of 10 countries during the two-day East Asia Summit in Brunei focusing on critical aspects such as security, defence cooperation, intelligence sharing and counter terrorism. This comes on top of a strong economic partnership that the country nurtured with ASEAN over the last two decades.

According to sources present in the India-ASEAN Summit, Indonesian President Susilo Bambang Yodhoyono sought to expand the scope of ASEAN's relations with India to include counter terrorism and intelligence sharing. India and ASEAN will closely discuss setting up of a regional security architecture, an official source said. Singh arrived in Jakarta later in the evening for bilateral talks with Indonesia.

In a 30-minute meeting with Australian Prime Minister Tony Abbott, Singh was assured that negotiations to the nuclear cooperation agreement would be brought to closure at an early date. During the talks, Abbott committed to stepping up the strategic engagement with India. "The third round of discussions with Australia over uranium sales and the nuclear agreement are scheduled in December," said Ashok Kantha, Secretary (East), Ministry of External Affairs.

Australia, one of the first countries to sign an international agreement with India on the proposed Nalanda University, has also agreed on closer defence security cooperation with definite plans to undertake a joint naval exercise in 2015. "He (Abbott) has emphasised on much closer interaction with India," Kantha said briefing media persons en route to Indonesia after the two-day summit in Brunei.

The Indian Prime Minister also had a 15-minute meeting with Japanese Prime Minister Shinzo Abe. The two countries are scheduled to undertake their annual naval exercises later this year. "This will be the second such edition," Kantha said. The Prime Minister, who was in Japan this May, was promised Japanese support to some marquee infrastructure projects including the Delhi Metro and the Dedicated Freight Corridor.

With the ASEAN as well, India hopes to take it to the next strategic level with Prime Minister Singh announcing the setting up a separate mission in Jakarta. India has 26 dialogue mechanisms with ASEAN bloc and a resident Ambassador with a focussed mission would be able to do more justice to building the relationship. The Chairman's statement at the end of the India-ASEAN Summit recognised the importance of security, peace and stability in the region.

'Disputes on South China Sea must be resolved between concerned parties'

BANDAR SERI BEGAWAN: Amidst loud concerns of several dialogue partners of the East Asia Summit, notably the US, Japan, Australia and India about Beijing's growing influence in South China Sea, Premier Li Keqiang on Thursday launched an offensive in Brunei stating that disputes relating to the sea should be resolved between parties directly concerned. " We all agree that disputes in the South China Sea should be addressed through consultation and negotiation between parties directly concerned," said Li addressing ASEAN nations at the 16th ASEAN-China Summit. At the East Asia summit, Prime Minister Manmohan Singh, however, underscored the essentiality of a stable maritime environment to realise "collective regional aspirations".

Gujarat police seeks custody of Asaram in fresh case

Asaram Bapu, who is in a Jodhpur jail for an alleged rape case, will undergo the same harrowing procedure of police investigation again, now from Gujarat police, after fresh charges of sexual exploitation were filed against him.

A police team from Ahmedabad arrived in Jodhpur on Thursday to seek custody Asaram after the charges were filed in Gujarat. The case has been filed against Asaram and hisson Narayan Saiby two girlsin Surat.The team from Ahmedabad, excluding the investigation officer, met Jodhpur police first and then approached the court for permission to take Asaram in its custody.

"We have obtained the production warrant againstAsaram from GandhiN agar and have come here to produce it in the district and session court (Jodhpur district) for Asaram's custody," a police official of the team said. He informed that the investigation officer of the case is yet to arrive in Jodhpur.

Later, they appeared in the court with the production warrant,butthecourt adjourned the matter till Friday, the day when all accused in the case in Rajasthan are to appear in court following expiry of their judicial custody. Asaram has already served 40 days at the Jodhpur Central Jail and his bail applications have been rejected by both the district and session court and the high court.

DCP (west) Ajay Pal Lamba said Jodhpur police will extend co-operation and assistance to Gujarat police. "We had also been helped in our investigations by our Gujarat counterparts. Now, it is our turn," he said.

Akhilesh to expand UP cabinet, Raja Bhaiya likely to get berth

After a gap of almost three months, Uttar Pradesh Chief Minister Akhilesh Yadav will expand his Cabinet tomorrow, and controversial Kunda MLA Raghuraj Pratap Singh alias Raja Bhaiya is expected to get a berth.

The function, which will be held at Rajbhawan, is expected to witness induction of two more ministers as there are a total of 58 ministers in the Cabinet and the upper limit is of 60 ministers, official sources said.

Sources said that one of two state ministers could be elevated to Cabinet rank, and new face from Western UP could also be given place in the Cabinet as part of “damage control” after Muzaffarnagar riots.

According to sources, Raja Bhaiya is likely to be re-inducted in Akhilesh Cabinet as he has got a clean chit from CBI in DSP Zia-ul-Haq murder case.

The Independent MLA had to resign in March this year after he was named in the FIR by slain DySP’s wife Parveen Azad.

However, the party has neither confirmed nor denied his name for the cabinet berth. At present there are 21 Cabinet ministers including the Chief Minister, six state minister with independent charges and 31 state ministers.

Akhilesh had earlier expanded his cabinet on Jul 18.

India will vote my government back to power in 2014: Chidambaram

Finance Minister P Chidambaram said on Thursday that the UPA government will be voted back to power in the General Election in India next year.

"Let me tell you, people of India will vote my government back to power. I thought I should tell you lest you waste too much of power," Chidambaram told a Washington audience on the second day of his US trip to attend the annual plenary meetings of the International Monetary Fund and the World Bank.

Chidambaram's brief remarks at Carnegie Endowment for International Peace came in reference to the "India decided 2014" initiative, which is to track the developments related to the upcoming General Election scheduled for next year.

"We have taken up numerous reforms in the last one year and we expect them to bear results in second half of the current fiscal. We need to do better to recapture the growth of the last decade," Chidambaram said in his address to the gathering which included officials from the Obama Administration, think-tanks, academicians and corporate executives.

Responding to questions later, the Finance Minister dismissed the notion that the rise of regional parties is against the national interest.

"I do not think that rise of regional parties is detrimental to the national interests. They (regional parties) rise because national parties do not accommodate regional interest as much as they should," he said.

Describing India as a complex nation, he said, a national party in a sense is a federation in itself.
