Delhi dengue update: Number of cases cross 2000

The number of dengue cases in the national capital climbed to 2,124 on Monday, up from on 1,729 Thursday, an official said. There were no new deaths. ”There are a total of 2,124 cases and three people have died from dengue so far this year,” said municipal health officer N.K. Yadav.

Of the total cases, 2,092 patients are from Delhi and 32 belong to adjoining states. The north, south and east corporations reported 1,026, 540 and 435 cases, respectively. The victims who have succumbed to the virus, as confirmed by municipal authorities, are Phool Singh, 47, of west Delhi’s Ashok Nagar, Priyanka Shankar, 21, of north Delhi’s Pratap Nagar and Priya Jha, 6, of south Delhi’s Okhla. Last year, 2,093 dengue cases were reported in Delhi, a majority of them being reported in October and November.

What is dengue?

It is a tropical disease, usually transmitted by mosquitoes and the common symptoms include fever, headache, muscle and joint pains and skin rash. There is no vaccine for dengue and the only way to reduce infections is to improve hygiene levels so as to prevent mosquito-bites and prevent mosquitoes from breeding. It’s particularly difficult to create a vaccine because it’s caused by different viruses and there are no animal models available for testing. The disease kills over five thousand Indians every year and is a seasonal threat, particularly during the monsoon seasons

What are the symptoms of dengue?

Characterized by severe flu-like symptoms, dengue affects infants, children and adults alike and could be fatal. The clinical manifestations of dengue vary with the age of the patient.  A person suffering from high fever in the range of 40°C/ 104°F, accompanied by any two of the following symptoms could be suffering from dengue:

Symptoms usually last for 2-7 days. Dengue could progress to severe dengue, a potentially fatal complication, causing leaking of plasma, fluid accumulation, respiratory distress, severe bleeding and organ impairment.

The warning signs to look out for occur 3-7 days after the first symptoms along with a decrease in temperature are:
  • Severe abdominal pain
  • Persistent vomiting
  • Rapid breathing
  • Bleeding gums
  • Blood in vomit
  • Fatigue, restlessness
 The next 24-48 hours of the critical stage can be lethal; proper medical care is needed to avoid complications and risk of death.

 Once you see any of the above symptoms, do visit a doctor as soon as possible.The diagnosis of dengue fever is usually made when a patient exhibits the typical clinical symptoms of headache, fever, eye pain, severe muscle aches and petechial rash. Usually if a patient is from an area that has a huge population of mosquitoes, dengue can be suspected. A blood test to diagnose people with dengue fever, called the DENV (Detect IgM Capture ELISA) may also be used.  

If untreated, the most serious complication is dengue haemorrhagic fever (DHF), in which blood vessels start to leak and cause bleeding from the nose, mouth, and gums. Untreated DHF can lead to dengue shock syndrome (DSS), which is lethal in 90% of cases unless promptly and correctly treated, in which case fatality rates can fall as low as 1%, depending on quality of treatment.

Recently there have been news stories on a dengue strain that affects the liver. This condition is also called dengue hepatitis. It leads to severe organ malfunction and in some cases even organ failure. In the case of dengue hepatitis, fever lasts longer, often for more than a week, and leaves the patient extremely exhausted. An indication of this condition, according to experts is the sudden rise in SGOT (Serum Glutamic Oxaloacetic Transaminase) and SGPT (Serum Glutamic Pyruvic Transaminase) levels, sometime almost 20 times higher than the normal level. Dengue hepatitis is characterized by high fever, lasting more than a week, extreme weakness. The blood tests show an increase in SGPT and SGOT levels, a drop in platelet count and WBCs.

Medication

Because dengue fever is a viral infection, there is no specific treatment for the condition. The patient should seek medical advice and drink plenty of fluids. Symptomatic relief can be sought using NSAIDs (Non-steroidalanti-inflammatory drugs) such as Paracetamol. But drugs such as aspirin or ibuprofen should not be taken since they can increase the risk of bleeding. For severe dengue, medical care by experienced physicians can frequently save lives. It is important to maintain the fluid volume of the patient for recuperation of the patient.

Prevention

Dengue is a communicable diseases spread by mosquitoes from one human to another. So, the only way it can really be prevented is by avoiding mosquito bites. One can make sure all egg-laying habitats of mosquitoes like open and stagnant water source are cleaned up. If there are any open water sources you cannot eliminate, cover them and apply appropriate insecticides. Use protection such as window screens, long-sleeved clothes, and insecticide treated materials, coils and vaporizers. (Read: Prevent dengue with these 10 practical tips)

Clinical trials: Supreme Court wants safety net for new drugs in India

The Centre on Monday sought two weeks to apprise the Supreme Court on the safety mechanism put in place before commencement of the clinical trials with regard to new drugs/chemical entities.

Besides, the apex court also asked the ministry of health and family welfare to place before it the existing regime that ensures safety to subjects on whom trials are conducted and “avoidance of serious or adverse events”.

A bench headed by Justice R M Lodha gave two-weeks time to the ministry to tell about the safety regimes for commencement of clinical trials in 162 cases for which approvals have been received from the Drug Controller General of India (DCGI).

Just short of passing a formal order to ban clinical trials in the country till proper mechanism is in place to avoid any serious and adverse impact, the court on assurance by additional Solicitor General Siddharth Luthra kept the issue for consideration after two weeks.

Luthra told the court that no clinical trial will take place for 162 drugs permitted by it earlier unless he apprised the bench about the existing safety regime to protect the lives of people.

However, Justice Lodha observed that no clinical trials should be allowed for new drugs till a mechanism is put in place to monitor them and to protect the lives of people on which drugs are tested.

“We keep the matter for consideration to enable additional Solicitor General Siddharth Luthra to give response in respect of Prof Ranjit Roy Choudhury committee report on clinical trials on new drugs and chemical entity.”

Sky-watchers gear up for rare celestial event

Astronomers and amateurs are eying an opportunity to witness a rare celestial event wherein comet ISON will make a passage around the sun in next few weeks. Going by some predictions, the comet will be very bright and have a long tail.

ISON, which belongs to a special category of comets called sungrazers, is expected to become visible to the naked eye in the morning sky an hour before dawn from October-end to January-end of next year.

A national science campaign, Eyes on ISON, has been launched by many organisations, including from Pune, in view of the celestial event.

National Centre for Radio Astrophysics (NCRA), Inter-University Centre for Astronomy and Astrophysics, Navnirmiti, Jyotirvidya Pratishthan, Lokvignyan Sanghatana, Quest, College of Engineering Pune (CoEP), Akashmitra, Vigyan Parisar and Andhashraddha Nirmulan Samiti are some of the local organisations associated with the campaign.

"Like all comets, ISON is a ball of ice and different gases. It is coming near the sun for the first time. Therefore, its composition is believed to be similar to what it was nearly 4,000 million years ago when the solar system was formed. When the comet comes close to the sun, the ice and gases would start melting, forming a beautiful bright tail running millions of km," said NCRA's Niruj Mohan Ramanujam.

He said ISON is different in character from 'periodic' Halley's Comet that occurs after every 75 years, with the last being spotted in 1986.

As per US space agency National Aeronautics and Space Administration (NASA), ISON will make a sweltering passage around the sun on November 28. The comet will approach within about 1.2 million km of its visible surface, which classifies ISON as a sungrazing comet.

In late November, its icy material will furiously sublimate and release torrents of dust as the surface erodes under the sun's fierce heat, all as sun-monitoring satellites look on.

Around this time, the comet may become bright enough to glimpse just by holding up a hand to block the sun's glare. Further, following ISON's solar swingby, the comet will depart the sun and move toward earth, appearing in morning twilight through December. The comet will swing past earth on December 26, approaching within 64.2 million km or about 167 times farther than the moon.

As a part of national science campaign, a state-level workshop for selected representatives from scientific community will take place here on Tuesday, followed by public lecture on scientific outlook by scientist Jayant Naralikar at CoEP at 5 pm on Wednesday.

Davis Cup captain Amritraj assures ‘smooth sailing’

Newly-appointed Davis Cup captain Anand Amritraj is confident that it will be “smooth sailing” for the team in 2014 as the players’ revolt was thing of the past but he wants to have a say in the decision-making process for taking the team back to the elite World Group.

AITA roped in Anand as the non-playing captain in place of SP Misra after top players revolted for better playing conditions and demanded a change in the support staff.

“2014 will be different than this year as there were some problems. I think next year would be smooth since the players have got what they wanted, it will be smooth sailing,” Amritraj said. “I am concerned with singles and not the doubles, because we have to win two singles.”

Sachin Tendulkar should not allow BCCI or N Srinivasan the pleasure of dictating when he retires

Records have always been an integral part of Sachin Tendulkar’s glorious career. So much so, that the general perception exists, that the man plays only for records. One can do that for a brief period of time in one’s career, but to consistently maintain that attitude for over two decades is another matter altogether. That is never the attitude of champions who play a team sport. You invariably need the team to succeed, and therein lies your success. And it is no different in case of Sachin Tendulkar.

That is why the commotion and the noise over his imminent retirement after the 200th Test take centrestage. The buzz is that he will be “asked” to retire after his record breaking milestone of longevity in the longer format of the game. While no one should overstay their welcome, especially legends of Tendulkar’s stature, a couple of Test matches more would not have harmed anyone. Legends need to retire gracefully and respectfully and not shoved out the door.

Could this also be the strategy of the Board to force Tendulkar’s hand and ensure that he announces his retirement well in advance. This would kill two birds with one stone: Firstly, it would save them the onerous task of having to make the decision of not picking him, if he continued to make himself available for selection after the 200th Test. Secondly, it would also mean a financial windfall for the Board if the retirement were confirmed. Imagine the kind of memorabilia that could be sold at this kind of an event.

Co-incidentally, these rumours surfaced after N Srinivasan was re-elected as the president of the Board of Control for Cricket in India (BCCI) for another year. If any of these rumours are true, Tendulkar should take the decision to retire immediately and not give Srinivasan the pleasure of dictating terms. Purely based on performances, Tendulkar should have been dropped a while ago, but his eye was on a coveted landmark. This landmark is also the reason why he is silent as this drama unfolds. He’s come too far to miss out on something which might stand the test of time.

But Tendulkar retiring immediately could help drive home a point and a possible nail in Srinivasan’s ego that the landmark, however important, pales in comparison to the dignity of a world class cricketer who has put in years of yeoman service. That it would also deprive the Board of the revenues it aims to generate by publicising Tendulkar’s 200th Test, would be an icing on the cake. And since it was on Srinivasan's insistencethat Tendulkar was “retired” from One-Day Internationals (ODIs), as Cricket Association of Bihar secretary, Aditya Verma claims, it might prove to be the first step towards Srinivasan’s downfall. Revenge, after all, is a dish best served cold.

Mary Kom urges women to learn art of protecting themselves to combat attackers

In view of the increase in number of rapes being reported in the country, Mary Kom urged women to learn some sort of self-defence to combat attackers.

In the city on Monday to receive an award, the boxer said, “Rapes can be minimised if women learn a thing or two about selfdefence.”

She recalled an incident from her younger days when she fought a rickshaw driver who was passing lewd comments at her.

“I will never forget the incident which happened when I was just learning my trade. I was going alone for mass in a rickshaw, clad in traditional Manipuri attire. On the way, when we reached a relatively lonely road, I realised that the driver was giving me dirty looks and was passing lewd comments. I got down from the rickshaw and punched him in the face, hitting him so badly that he couldn’t even get up.

“Had I not learnt a little bit of boxing then, there might not have been any Mary Kom representing India in the Olympics. God only knows what would’ve happened to me,” she added.

Recovering from a gall bladder operation, Mary, who idolises boxing legend Mohammed Ali for his will power, said she has begun light training for next year’s Commonwealth games in Glasgow.

“My utmost priority now is to qualify for the Commonwealth games, although a medal at Rio is very tempting,” she said.

The five-time world champion is currently dedicating her time to a boxing academy she has opened in Manipur in 2007.

“I started the academy because people came up to me and asked me to teach them the sport, and I couldn’t say no, because I want better boxers to emerge and make this country proud,” she said.
Though the state government has given her land, she is still looking for funds to have a state-of-the-art training facility.

“I want people to support my academy, but I’m not going to go and ask for funds. That should come spontaneously from people,” she added.

Speaking of popularising the sport, Mary Kom says she is excited about a movie being made on her life, starring Bollywood starlet Priyanka Chopra.

“Just like Chak De! India inspired people to take up hockey, I hope people will be inspired to take up boxing by watching the struggles I had to face. Though the movie is bound to have a little masala, like the after-parties, most of it is genuine and the producers are taking a lot of trouble to get everything perfect. Priyanka even came to my small house in Manipur to learn what it’s like to grow up there,” she said.

Asked if it makes sense to have a Punjabi girl playing the role of a boxer from Manipur, Mary Kom said Priyanka was the indeed the right person for the role.

“A superstar is playing my role, it couldn’t get bigger for me. What more can I ask for? I’m sure she will fit the skin of my character and be able to inspire people,” she added.

IPL scandal: Hussey nails Srinivasan’s lie on Gurunath

In his new book, Underneath The Southern Cross, Chennai Super Kings and former Australia batsman Michael Hussey has said that BCCI president N Srinivasan had ceded control of the team to his son-in-law and betting accused, Gurunath Meiyappan. “Our owner was Indian Cements, headed by Mr Srinivasan,” Hussey has written according to a report on ESPNCricinfo. 

“As he was also on the board of the BCCI, he gave control of the team to his son-in-law Mr Gurunath. He ran the team along with Kepler Wessels, who was coach.” In May this year, BCCI president N Srinivasan had said that his son-in-law Gurunath Meiyappan was simply a “young [cricket] enthusiast” who associated with the team, while an India Cements press release had said that Meiyappan was not team principal as he claimed on his Twitter account, but merely an honorary member of CSK team management. 

Hussey has said that Srinivasan has ceded control to Gurunath. AFP It turns out the honorary member had full control of the team — complete access to team related news and more. It may not be on paper — much like Lalit Modi’s manner of working and there may be no evidence — but it seems odd that no one in the BCCI sought to verify Srinivasan’s claims regarding Gurunath by speaking to CSK players. Surely, the players could have enlightened the administrators.

 Meiyappan had been an active participant at team auctions since 2009 and given interviews to the press as team principal. Rajiv Shukla, the then IPL chairman, had even sent an e-mail meant for the annual team owners workshop to Meiyappan. Hussey’s revelations come even as the Supreme Court of India is hearing a matter related specifically to Gurunath and how his relation of N Srinivasan makes his illegible to head the BCCI. The next hearing of the case is on October 7. 

Indeed, Ranjib Biswal, the new IPL Chairman, should be heading over to Srinivasan and asking him some very tough questions right about now. As things stand, Srinivasan is in breach of the IPL’s Rule 11.3, Clause (C), which allows for the termination of a franchise in the event ‘the Franchisee, any Franchisee Group Company and/or any Owner acts in any way which has a material adverse effect upon the reputation or standing of the League, BCCI/IPL, BCCI, the Franchisee, the Team (or any other team in the League) and/or the game of cricket.’ Hussey has already retired from international and the latest revelation may see him out of a contract or at least gagged from any future media interactions.

Film Federation of India demands unconditional apology from The Lunchbox director


Upset with director Ritesh Batra and producer Anurag Kashyap’s vocal disapproval of the selection of Gyan Correa’s The Good Road as India’s Oscar entry over Batra’s The Lunchbox, the Film Federation of India (FFI) has sent a scathing letter (a copy of which is with this paper) to Batra asking for an unconditional apology for what the FFI sees as his ‘unsavoury comments’ over their choice.

In the strongly worded letter the FFI says it has taken ‘great umbrage’ to the way Batra has gone about ‘demeaning a film’ selected by an ‘eminent jury’. The letter asks him, “Are you suggesting that you seriously believe that no one in India is capable of making a better film?” The letter further goes on to question his confidence about The Lunchbox being eminent Oscar-worthy, wondering how the film’s international distributors Sony Classics were so confident about it winning the Oscar.

The letter asks Batra, “Are you suggesting that the Oscar is rigged? We are taking this matter up separately with the Academy. We are lead to believe that you have a letter from Sony Classics which is the reason for your confidence.” The letter goes on to say that the FFI so far ignored Batra’s ‘constant rantings’ as ‘result of acute disappointment of a young boy with his debut film’. But now the FFI says it will take the matter up with the Ministry of Information & Broadcasting since Batra in his Facebook account has accused the process of selecting the Oscar entry of being corrupt.

The letter ends with the FFI demanding an unconditional apology.

When contacted, Batra said, “I haven’t seen the letter.”

Abhi and Ash, who graced the event by the Prestige group today, Sept 30, said that they both are foodies and love 'ghar ka khaana' and they had a lot of fun doing the prestige ad together. During the press conference at the Prestige event, Abhishek Bachchan revealed that he never throws tantrums over food. Ever since a kid, he has never been fussy about food. 

On the other hand, Ash said that she loved the creativity of the Prestige ad, hence gave a nod to the deal. When asked about the comeback movie Happy Anniversary, Abhishek Bachchan said that Prahlad Kakkar is a very old friend of Ash. He met the couple and narrated the script, but neither Aishwarya nor Abhishek has confirmed it.

It shows a bike jumping over two cars and bridges followed by Aamir Khan, Abhishek BachchanUday Chopra and one and only Katrina Kaif giving a daring look to the camera. The second motion poster is scintillating and full of thrill. It creates an impression to except more from the third successful franchise of the hit series. All the four lead protagonist spark fire.
In the first and the second franchise of ‘Dhoom’ we have seen John Abraham and Hrithik Roshan playing the smart thieves and in the third series we will get to see perfectionist Aamir Khan playing a stylish villain.  
‘Dhoom 3’ is a perfect blend of romance, thrill, action and suspense. The graphics done are commendable. The music of the film will be another attraction of the film. ‘Dhoom 3’ brings Aamir Khan and Katrina Kaif first time together and it is heard the duo will be seen doing some intimate scene.

Celkon RahmanIshq AR45 dual-core smartphone launched at Rs. 7,999

Celkon Mobiles has launched its first AR Rahman-themed smartphone, the AR45, introduced under the RahmanIshq series for Rs. 7,999. The Oscar-winning music director was roped in to provide an exclusive ringtone.

The Celkon RahmanIshq AR45 is being promoted as a music smartphone by the company and is targeted to music lovers. It features 4.5-inch FWVGA (480x854 pixels) display and is powered by a 1.2GHz dual-core Cortex A7 MediaTek processor. The device runs Android 4.2.2 Jelly Bean and supports dual-SIM with dual standby.

The RahmanIshq AR45 sports a 5-megapixel autofocus rear camera alongside an LED flash and a VGA front-facing camera. It comes with 512MB of RAM and includes 4GB of inbuilt storage which can be further expanded up to 32GB via microSD card. Connectivity options on the device include Wi-Fi, Bluetooth, GPS/AGPS, Micro-USB and 3G. The device also includes a 2000mAh battery, though talktime and standby time figures have not been detailed by the company.

The Celkon Monalisa ML-5 comes for Rs. 10,999 while the Signature Swift A112 was priced for Rs. 8,799 and the Celkon Campus A10 was launched at Rs. 4,299. The three Celkon smartphones are dual-SIM devices with GSM+GSM and come with 3G connectivity as well.

NSEL crisis: Mumbai police raid Jignesh Shah’s office, residence

The Economic Offences Wing at Mumbai of Mumbai Police today lodged FIRs against the National Spot Exchange Ltd’s (NSEL) promoters including Jignesh Shah, the board of directors and key employees and are currently carrying out searches and raids in the offices and residences in 180 places across the country in connection with Rs 5,600 crore payment crisis.

 NSEL, promoted by Jignesh Shah-led Financial Technologies, has been facing problems in settling Rs 5,600 crore dues of 148 members/brokers, representing 13,000 investor-clients, after it suspended trade on July 31 on the government’s direction. The economic offences wing also searched the residences of Jignesh Shah, chairman and managing director of Financial Technologies, and Joseph Massey, managing director and CEO of MCX-SX, in connection with the payments crisis at National Spot Exchange Ltd (NSEL), an EOW official said. 

While Shah could not be reached for comments, Massey, denied any raid at his residence. “While I clarify that there was no raid at my house, I want to say that I am willing to cooperate fully with the police in the investigations,” Massey told PTI. PTI Last week a 32-page preliminary inquiry (PE) report was submitted to EOW additional commissioner of police Rajvardhan Sinha, and it found that there were evidence of financial fraud at the commodity bourse promoted by Jignesh Shah-controlled Financial Technologies group. Central agencies like ED, income-tax department, etc, have already submitted their reports on the fiasco to Arvind Mayaram, secretary, economic affairs, who then presented the findings of violations by NSEL to the finance minister. 

Mayaram committee report implicated the exchange and its promoters, following which which the authorities conducted searches at 184 locations across 16 states. FIRs have also been lodged against NSEL’s parent company Financial Technologies and their directors, 25 borrowers, some defaulters, the promoters and directors of defaulters and some brokers in connection with the payment crisis, sources told CNBC- TV18. Shares of Financial Technologies ended down 6.43 percent at Rs 141.10 following the raid. NSEL, however, said that both Financial Technologies and NSEL will cooperate fully and welcome any action taken by the government and authorities. 

A special investigating team (SIT) had been formed to conduct a preliminary inquiry after complaints from a couple of investors against NSEL. The inquiry concluded that it was a criminal offence following which the FIR was registered. The SIT conducted its inquiry after receiving crucial inputs from the commodity market regulator Forward Markets Commission and Registrar of Companies. 

BJP leader and Investors Grievances Forum president Kirit Somaiya had also recently filed a PIL in the Bombay High Court stating that NSEL forged/manipulated documents regarding stocks and liquidity and allowed some of the companies to pledge the same stock with more than one financial institution. Sensex recovers by 59 points in early trade

Rises to 19,438.72, with consumer durables, realty, capital goods and banking sector stocks leading the recovery.

The benchmark S&P BSE Sensex recovered by 59 points in early trade on Tuesday, snapping its two-session long losing streak, on fresh buying by funds and retail investors.

The 30-share index, which had lost over 514 points in the previous two sessions, recovered by 58.95 points, or 0.30 per cent, to 19,438.72, with consumer durables, realty, capital goods and banking sector stocks leading the recovery.

The National Stock Exchange index Nifty rose by 26.50 points, or 0.46 per cent, to 5,708.80.

Brokers said fresh buying by funds and retailers amid a firm trend in Asian region mainly influenced the sentiment.

In Asia, Japan’s Nikkei rose by 1.19 per cent in early trade.

Apollo Tyre slips 9% as Cooper Tire shareholders give nod for merger

 Apollo Tyre Ltd plunged as much as 8.9 per cent in morning trade on the National Stock Exchange, after shareholders of US-based Cooper Tire & Rubber Co approved its sale to Apollo Tyres Ltd. 

The stock slipped on worries about possible high debt of $2.5 billion which also marks as one of the largest US acquisitions by an Indian firm. 

At 10:00 a.m.; Apollo Tyre recouped some of the losses and was trading 5.2 per cent lower at Rs 63.10. It has hit a low of Rs 60.70 and a high of Rs 66.60 in trade today on the National Stock Exchange. 

Apollo had said that out of a total value of $2.5 billion to fund the acquisition, the Indian arm had taken a loan of only $450 million. 

According to media report, the major portion of debt of $2.1 billion would be leveraged on cash flows of Cooper and Vredestein, the company's Netherlands based arm. 

As part of the deal, Apollo Tyres will take over the operations of Cooper, including eight plants and 14,000 employees in different parts of the world.

Indian rupee opens at 62.49 per dollar

The Indian rupee opened with a marginal gain of 11 paise at 62.49 per dollar versus 62.60 yesterday. Tirthankar Patnaik, Religare said, "We expect overall CAD for the fiscal at a much lower USD 55 billion or 3.2 percent of GDP, thanks to a narrowing trade deficit. Concerns on the capital account have also faded after the RBI's recent steps. 

However, with lower growth and the Fed's 'taper' still remaining key risks for India, we maintain our 58-62/USD band for the rupee for now." Meanwhile, current account deficit (CAD) widens to USD 21.8 billion in the first quarter of the fiscal. Imports surge at a 4.7 percent pace during the quarter, while exports decline by 1.5 percent.

U.S. government shutdown commences as lawmakers fail to pass spending bill

The U.S. government shutdown went into effect at 12:01 a.m. ET Tuesday after lawmakers in the House and the Senate could not agree on a spending bill to fund the government. It’s been 17 years since the last government shutdown.
The two sides bickered and blamed for more than a week over Obamacare, the president’s signature health care law. House Republicans insisted the spending bill include anti-Obamacare amendments. Senate Democrats were just as insistent that it didn’t.
Federal employees who are deemed essential will continue working. But non-essential employees will be furloughed.
Most furloughed federal workers are supposed to be out of their offices within four hours of the start of business Tuesday.
A shutdown appeared certain Monday night as House Republicans acknowledged they can’t overcome Senate objections to a proposal that includes provisions aimed at derailing Obamacare.
A last ditch plan included another vote that would have requested a conference with the Senate to work out their differences. The move, which would not have averted a shutdown, was slammed by Senate Majority Leader Harry Reid.
He rejected the House’s proposal to meet, saying “we will not go to conference with a gun to our head.”
Twice on Monday, the Senate rejected a House Republican effort to derail Obamacare tied to a proposal that would avert the shutdown.
The Senate voted to table amendments that would have delayed the individual mandate in the health care law and eliminated health insurance premium subsidies for members of Congress, their staffs and the president.
Democratic Rep. Chris Van Hollen said the reason there isn’t a budget is because Republicans refused to negotiate months ago.
“They want to go to conference with 45 minutes left,” Van Hollen said late Monday night. “That is a recipe for a government shutdown,”
Earlier, Senate Democrats had rejected a House proposal by a 54-46 vote on strict party lines.
President Barack Obama made a previously unscheduled statement to reporters on Monday afternoon, blasting the attempts by House Republicans to undermine Obamacare that he said threaten to harm the economy with a shutdown.
“You don’t get to extract a ransom for doing your job, for doing what you’re supposed to be doing anyway, where just because there’s a law there that you don’t like,” the president said.
Obama later called Boehner and other party leaders in the House and Senate, the White House said, but a Boehner spokesman indicated there was no breakthrough.
Moderate GOP revolt against Boehner?
GOP sources told CNN that moderate House Republicans were trying to galvanize what would amount to a rebellion against Boehner and their tea party colleagues by defeating the latest proposed spending plan with attached anti-Obamacare provisions.
However, a procedural vote on the measure passed with only six Republicans voting “no.”
Without congressional approval of new spending legislation, parts of the federal government will now begin shutting down, forcing agencies to furlough thousands of workers and curtail some services until there is a resolution.
“I feel sad about it. We expect more from our Congress,” said Vick Temple, a worker for the Federal Aviation Administration who told CNN he faced being furloughed in a shutdown.
Polls show public opposition to a shutdown, and stocks ended lower Monday on Wall Street due to concerns over the economic impact.
Meanwhile, the two parties persisted in blaming the other side as the shutdown deadline neared.
Republican Rep. Renee Ellmers of North Carolina said on CNN’s “New Day” that her party continues to be deeply concerned about Tuesday’s scheduled opening of Obamacare health insurance exchanges and “keeping the checkbook out of Barack Obama’s hands and the damage can be done there.”
Rep. Debbie Wasserman Shultz, D-Florida, appearing alongside Ellmers, characterized the Republican strategy of tying overall government operations to at least a delay in health care changes as “irrational.”
“It jeopardizes the economy and it makes no sense,” she said.
On Monday morning, Obama told reporters he wasn’t resigned to a shutdown, but he signaled its likelihood even as he indicated possible talks with congressional leaders.
“I suspect that I will be speaking to the leaders today, tomorrow and the next day,” Obama said at a joint appearance with visiting Israeli Prime Minister Benjamin Netanyahu, who acknowledged the Washington brouhaha by thanking the president for meeting with him “on what I know is a very busy day for you.”
Legislative ping pong
Last week, the Senate voted down a House GOP plan to eliminate funding for Obamacare in a short-term spending plan to keep the government running in the new fiscal year that begins Tuesday.
Democrats have pressured Boehner to give up a losing fight over Obamacare forced by tea party conservatives and instead hold a vote on a “clean” spending plan that includes no provisions seeking to undermine the health care reforms.
On CNN, Wasserman Schultz predicted that such a measure would pass easily with support from all Democrats and more moderate Republicans.
Some Republicans expressed frustration Monday with the tactics of their congressional colleagues. Veteran GOP Sen. John McCain of Arizona noted that any attempt to repeal Obamacare would fail because of Obama’s veto, which would require a two-thirds majority in the Senate to overcome.
“There’s not 67 votes in the United States Senate, therefore, ergo, we’re not going to repeal Obamacare,” McCain said. “OK? That’s it. We may do this for a day. We may do it for a week. We may do it for a month. It’s going to end up the same way. “
GOP Rep. Charlie Dent of Pennsylvania told CNN Chief Congressional Correspondent Dana Bash that whichever party was to blame, a shutdown will make everyone look bad.
“At this point, the hourglass is nearly empty,” Dent said. “Now that we’ve sent over two volleys to the U.S. Senate and they rejected both.”
Trying again would only yield the same result, he continued, adding that “sooner or later, we have to pass a clean resolution to fund the government before the end of the day.”
“I believe the votes are there to do it,” Dent said.
Obamacare a GOP focus
Obama and Democrats reject what they call Republican efforts to use the threat of a government shutdown to force negotiations on the president’s signature health care reforms.
Noting that the 2010 Affordable Care Act has been upheld by the Supreme Court, they say it is settled law that voters endorsed last year by re-electing Obama over GOP candidate Mitt Romney, who campaigned on repealing it.
A new CNN/ORC poll shows that Americans are not happy about the prospect of a shutdown. According to the poll, 68% of Americans think shutting down the government for even a few days is a bad idea, while 27% think it’s a good idea.
And it appears most Americans would blame congressional Republicans for a shutdown: Sixty-nine percent said they agreed with the statement that the party’s elected officials were acting like “spoiled children.”
Democrats, however, weren’t far behind: Fifty-eight percent of respondents said they too were acting like spoiled kids.
A poll later showed public support for Congress at record low levels.
Stock traders also seemed solidly against a shutdown. The Dow Jones Industrial Average fell by more than 120 points, or nearly 1 percent, and the other two major indexes also closed lower.
Among major economic issues that could result from a shutdown: delays in processing FHA housing loan applications — a potential drag on the housing recovery — and the potential loss of government spending that’s helping prop up the economy, said Christine Romans, host of CNN’s “Your Money.”
“You’ve got an economy right now that’s very tied to government spending and government contracts, so that could have a ripple effect all across Main Street,” she said on CNN’s “New Day.”
If the government does shut down, it would be the first time it has happened in more than 17 years. That previous shutdown, sparked by a budget battle between Democratic President Bill Clinton and a Republican Congress, lasted for 21 days.
While the military will remain on duty, as will many essential public safety, health and welfare operations, many government offices will close. About a quarter of the federal government’s 3.3 million employees — those frequently referred to as “nonessential” — will be told to stay home from work until the shutdown is over.
Late Monday, Obama signed a bill to guarantee pay for active duty military if the government shuts down.
Attorney General Eric Holder and Defense Secretary Chuck Hagel said essential crime prevention and military services would continue, but some workers would be furloughed. Holder said he would cut his pay by the same amount as the most severely affected Justice Department employees because “we are all in this together.”

Syria rakes up 9/11 attacks, rebels 'eating human heart' issue at UN

Four months after a macabre video of a Syrian rebel eating a human heart surfaced, Syrian Foreign Minister Walid al-Moallem raked up the issue of ruthless act again while addressing the United Nations. 

Seeking to add weight to Assad regime, Syrian Foreign Minister while addressing the UN General Assembly, invoked 9/11 attacks, comparing the situation in Syria to that of America. 

"The people of New York have witnessed the devastations of terrorism, and were burned with the fire of extremism and bloodshed, the same way we are suffering now in Syria," Moallem said. 

He claimed that the Syrian government was fighting against those “terrorists” who were involved in such inhuman acts as eating human hearts and amputating body parts and sending them to the family of the victims.


Speaking at the United Nations General Assembly, Mr al-Moallem said that it was known to all that the branches of the al Qaeda — "the most dangerous terrorist organization" – were fighting against Assad regime in Syria. 

“The scenes of murder, manslaughter and eating human hearts were shown on TV screens but did not touch blind consciences,” he said. 

He added that terrorists belonging to 83 countries were fighting in Syria. 

A ghastly video of a Syrian rebel cutting the heart of a dead soldier and taking a bite of it appeared in May which sparked worldwide outrage and condemnation. 

The two branches of al Qaeda - Al Nusra Front and the Aknaf Bait al Maqdis – are known to be assisting the Free Syrian Army in gaining control of government held areas. 

Mr al-Moallem also said that Assad regime wanted a political solution to the conflict, which he called a war against “terror” and not a civil war, as the international community terms it. 

Regarding the chemical weapons issue, Moallem said that the “terrorists, which the government uses to refer to the rebels, were being supplied the chemicals by differnet countries. 

He further accused the West – Britain, France and UK – of not allowing the names of real perpetrators of the chemical attacks to surface. 

Syria chemical weapons issue created a furore in the international community when August 21 chemical attack, according to the US claimed 1429 lives, and was orchestrated by the regime. 

Syria has now agreed to submit its weapons to the international community by the mid of 2014 as per a joint Russia-US plan.

The disarmament plan to dismantle Syria’s deadly chemical stockpile would start Tuesday as te international chemical weapons inspectors would embark on a mission to destroy the 1000-ton arsenal of Sarin, methane and other poisonous agents.

Rahul rallies in Aligarh, Rampur to kickstart Congress campaign

Congress vice-president Rahul Gandhi, who last week trashed the UPA government’s proposed ordinance on convicted lawmakers, will address two rallies in Aligarh and Rampur on October 9.
More such rallies are being proposed across the state in the coming days as part of an exercise in which the Congress proposes to focus on the UPA’s achievements and attack the Samajwadi Party government for its ‘failures’.
Uttar Pradesh Congress Committee (UPCC) president Nirmal Khatri said the rallies were planned to thank the UPA government and the party leadership for the new food security and the land acquisition laws.
They will also mark launch of the party’s campaign for 2014 Lok Sabha elections.
Much significance is being attached to the Congress’ decision to hold the party rallies in Aligarh and Rampur.
While Aligarh has been the epicentre of minority politics in the state, Rampur is the home district of the Samajwadi Party’s Muslim face and minister for parliamentary affairs Mohamamd Azam Khan, who has been in focus following a sting operation about his alleged role in ‘mishandling’ the Muzaffarnagar riots.
The Congress hopes for a major shift of votes in its favour following the SP government’s poor performance in handling the recent riots in Muzaffarnagar.
“The Congress leaders are getting a good response in the riot-affected areas.
The minority community is looking towards the Congress after the disappointing performance of the SP led government.
This shows a change in the mood of the people and may ultimately lead to a shift of votes in the party’s favour across the state in 2014 Lok Sabha elections,” said a senior party leader.
“The people are looking towards the Congress now,” said Congress Legislature Party leader Pradeep Mathur.
“The Congress never indulges in the politics of votes. Muzaffarnagar riots have, however, exposed the tacit understanding between the Samajwadi Party and the Bharatiya Janata Party. Both the parties want to spoil the state’s communal atmosphere before 2014 Lok Sabha elections,” said senior party leader Siraj Mehandi.
“Samajwadi Party chief Mulayam Singh Yadav has always believed that his party will gain if the BJP gains strength. The SP and the BJP are complementary and supplementary to each other,” said Mehandi.
UPCC spokesman Dwijendra Tripathi said the Congress had identified constituencies where its candidates had performed well in the 2009 Lok Sabha polls.

“Soon, the party will work out programmes to hold rallies at all these places,” said Tripathi.

Naidu also accused Jagan of match fixing with the ruling Congress party in Andhra Pradesh.

 Soon after CBI court's verdict of granting bail to Jagan, Naidu had said, "The way bail was granted to him and the manner in which the charge sheet against him was diluted only show that there is a clear understanding between YSR Congress and Congress." Continuing his statement, Naidu added, "This only shows that Congress is trying to influence parties in Andhra Pradesh. On one hand they are delaying a decision on the future of Andhra Pradesh for the past four years, and on the other they are trying to influence parties."

 According to experts, Congress has aimed to strengthen its power in Seemandhra after making an alliance with YSR Congress. The party, with an alliance with TRS, hopes to win in Telangana.It is believed that Jagan's party may emerge as the winner in Seemandhra and Congress will be able to control the entire Andhra Pradesh if they tie up with Jagan's party. Currently, YSR Congress is maintaining that it will have no truck with Congress. However, experts believe that political compulsions and multiple CBI cases pending against Jagan may compel the party to come to terms with Congress. 

However, Jagan's recent remark on Modi made it clear that it will not be an easy task for Congress to convince the YSR Congress president. Jagan also asserted that he will not allow any party to divide Andhra Pradesh into two different states. With a clear stand in support of 'samaikyandhra', or united Andhra, the young leader is likely to seize the initiative and emerge as a frontrunner in Seemandhra, as Rayalaseema and coastal Andhra regions are together known. Hence, Jagan may make an ally with BJP to oppose Congress' decision of forming Telangana.

NASA wants to launch 3-D printer into space. Here’s why

NASA is preparing to launch a 3-D printer into space next year, a toaster-sized game changer that greatly reduces the need for astronauts to load up with every tool, spare part or supply they might ever need. The printers would serve as a flying factory of infinite designs, creating objects by extruding layer upon layer of plastic from long strands coiled around large spools. Doctors use them to make replacement joints and artists use them to build exquisite jewelry. In NASA labs, engineers are 3-D printing small satellites that could shoot out of the Space Station and transmit data to earth, as well as replacement parts and rocket pieces that can survive extreme temperatures. 

“Any time we realise we can 3-D print something in space, it’s like Christmas,” said inventor Andrew Filo, who is consulting with NASA on the project. “You can get rid of concepts like rationing, scarce or irreplaceable.” The spools of plastic could eventually replace racks of extra instruments and hardware, although the upcoming mission is just a demonstration printing job. Project manager Matthew Napoli, left, and director of research and development Michael Snyder test a 3D printer which will eventually be used in space. 

AP “If you want to be adaptable, you have to be able to design and manufacture on the fly, and that’s where 3-D printing in space comes in,” said Dave Korsmeyer, director of engineering at NASA’s Ames Research Center at Moffett Field, about 35 miles (55 kilometers) south of San Francisco. For the first 3-D printer in space test slated for fall 2014, NASA had more than a dozen machines to choose from, ranging from $300 desktop models to $500,000 warehouse builders. All of them, however, were built for use on Earth, and space travel presented challenges, from the loads and vibrations of launch to the stresses of working in orbit, including microgravity, differing air pressures, limited power and variable temperatures.

 As a result, NASA hired Silicon Valley startup Made In Space to build something entirely new. “Imagine an astronaut needing to make a life-or-death repair on the International Space Station,” said Aaron Kemmer, CEO of Made in Space. “Rather than hoping that the necessary parts and tools are on the station already, what if the parts could be 3-D printed when they needed them?” When staffing his start up in 2010, Kemmer and his partners warned engineers there would be ups and downs — nauseating ones. In more than a dozen flights in NASA’s “vomit comet” reduced-gravity aircraft, Made In Space scientists tested printer after printer. Last week at their headquarters on NASA’s campus, Made In Space engineers in lab coats and hair nets tinkered with a sealed 3-D printer in a dust free cleanroom, preparing the models for further pre-launch tests.

 As proof of its utility, the team revisited the notorious 1970 moon-bound Apollo 13 breakdown, when astronauts were forced to jerry-rig a lifesaving carbon dioxide filter holder with a plastic bag, a manual cover and duct tape. A 3-D printer could have solved the problem in minutes. “Safety has been one of our biggest concerns,” said strategic officer Michael Chen. Sparks, breakages and electric surges can have grave consequences in the space station. “But when we get it right, we believe these are the only way to manifest living in space,” he said. Space-bound printers will also, eventually, need to capture gasses emitted from the extruded plastics, be able to print their own parts for self-repairs and have some abilities to recycle printed products into new ones. 

Scott Crump, who helped develop 3-D printing technology in 1988 by making a toy frog for his daughter with a glue gun in his kitchen, said he never conceived how pivotal it could be for space travel. But he said that until metal becomes commonly used in 3-D printers, the applications will be limited. “The good news is that you don’t have to have this huge amount of inventory in space, but the bad news is now you need materials, in this case filament, and a lot of power,” he said. NASA and other international space agencies are pressing forward with 3-D printing. Mastering space manufacturing, along with finding and producing water and food on the moon or other planets, could lead to living in space.

 Last month, the space agency awarded Bothell, Washington-based Tethers Unlimited $500,000 toward a project to use 3-D printing and robots to build massive antennas and solar power generators in space by 2020. It replaces the expensive and cumbersome process of building foldable parts on Earth and assembling them in orbit. For Made In Space’s debut, when it’s shuttled up to the space station aboard a spaceflight cargo resupply mission, the initial prints will be tests — different small shapes to be studied for strength and accuracy. 

They’re also discussing with NASA about what the first real piece that they should print will be. Whatever it is, it will be a historic and symbolic item sure to end up in a museum someday. “It’s not something we’re discussing publicly right now,” said CEO Kemmer. Then, Jason Dunn, the chief technology officer, beckoned, dropping his voice as he grinned. “We’re going to build a Death Star,” he joked softly, referring to the giant space station in the “Star Wars” movies that could blow up planets. “Then it’s all going to be over.”
